People's Council of Kesh
A coruscating glass tower, shining over the waterfront. Coins changing hands, openly, after a contentious meeting. The heart of Kesh is its harbor - or the money and goods that flow through - and those close to power would rather be near the water than looking down on it all from above.
Notes
A ward council, elected by the people of each of the six (not seven - Kesh holds to the old holy traditions) districts of the city. Kesh fashions itself a democracy, but it is a blatant oligarchy - merchants hold power here and they aren't shy of throwing it around when something threatens their interests.
